ON-SITE WASTEWATER TREATMENT SYSTEMS (OWTS) The Pulaski County Commissioners signed the Pulaski County On-site Wastewater Treatment Systems (OWTS) Ordinance into effect on December 20, 2007. The Pulaski County Health Department is the regulatory authority for the OWTS program within Pulaski County.
